“Whenever I have a question about
the state’s tax system I turn to Rob. He makes the complicated easy to
understand, and his insights into the impact of the state’s tax structure on our
economy are invaluable. Quite simply, Capehart knows what he’s talking about.”

By sticking to core tax
principles, Robin Capehart led one of the finest and most imaginative state tax
reform efforts anywhere at any time. Here he tells the story of just what it
means to base reform on a solid set of principles, with implications not just
for West Virginia but any other state contemplating reform. From this day
forward, anyone involved in state tax reform anywhere must read the book.

Steuerle, former Assistant Secretary of the Treasury for Tax Policy
Vice-President, the Peterson Foundation
No one knows tax theory better than Rob Capehart. No one understands more fully
how a tax structure can support or retard a state's economic development. No one
can say it better than can he. His is a voice to which anyone concerned with
state taxation should listen. He's got it right!

In Real Tax Reform, Rob
Capehart presents the best approach to solving the problems of a state’s tax
system that has ever been presented. Clearly, he understands not just the
economic conundrum that most states face, but the political and cultural
obstacles that have to be overcome in order for a state to grow and prosper.
Public policymakers from all across America need to read this book and use it as
their guide to “real tax reform.”

Unleashing Capitalism: Why Prosperity Stops at
the West Virginia Border and How to Fix It
Edited by:
Russell S. Sobel, Ph.D.

West Virginia University
This volume of original research contains
specific policy reform proposals for promoting prosperity in West Virginia. The
authors present the case for why state policy should focus more heavily on
promoting long-run economic growth. The authors review the scientific evidence
on which policies best promote growth and conclude that a policy climate
consistent with capitalism, or ‘economic freedom,’ is the best way to accomplish
growth and higher living standards. These policies work because they result in
increased capital formation, higher labor productivity, and reduced levels of
wasteful rent-seeking and lobbying activity. This volume concludes with a set of
specific growth-oriented policy reforms that address the broad spectrum from tax
policy to legal reform to the security of private property rights.
