the development of public, private and human capital. The Center
shall serve as the flagship research center under the direction
of Dr. Russell Sobel of West Virginia University, the
Foundation’s Senior Economist

to the tax, budgetary and regulatory operation of government as
well as government efficiency in organization and the delivery
of services. The Center is under the Direction of Robin Capehart.

– issues relating to K-12 and
higher education

for Legal Policy
– issues relating the
judiciary, the civil justice and protection of property rights
· Center
for Energy and Natural Resources
– issues relating to energy and the development of the State’s
natural resource base

for Health Care Policy
– issues
relating to the affordability and the availability of health
care

for Technology Advancement
– issues relating to the use
of technology for the effective and efficient delivery of
government services

relating to development of nonprofit organizations and their
role in civil society
